Lori Ann Guzmán

Lori Ann Guzmán, Director of Finance for the City of Huntington Beach and former Chief Financial Officer for the City of Long Beach, is the President of the Long Beach Board of Harbor Commissioners, the five-member governing body for the Port of Long Beach. 
            Guzmán is the 65th commissioner to serve the Port since the commission was formed in 1925, and is only the fifth woman to serve on the Board.  Currently, the Board has three women serving simultaneously, creating the first female majority and first all-female slate of Board Officers in the Port’s 105-year history.
            Guzmán was appointed to a six-year term in December 2013 by Mayor Bob Foster and elected President by her Board colleagues in 2015.  During her tenure, she led the effort to revamp the Port’s Sponsorship Program, increasing sponsorships to underserved communities in Long Beach. She also championed efforts to increase diversity at the Port so it more closely reflects the demographics of the city it serves.
            Since December 2010, she has served as Director of Finance for Huntington Beach, and previously served the City of Long Beach for five years, initially as the first Latina City Controller, and subsequently as the city's first female Chief Financial Officer.
            Earlier in her career, she worked for the New York State Division of the Budget and the New York City Administration for Children’s Services overseeing $2 billion operating budgets for child protective, foster care and day care programs.  She also worked for a major Wall Street firm, serving as a Financial Advisor at Citigroup, and as the Administrative Services Director for the City of Lomita, Calif.
            A resident of Long Beach for 16 years in the 5th District, Guzmán has served as Treasurer for the Long Beach Transit Board — the agency that offers public transportation services for the City — and graduated from the Leadership Long Beach Class of 2000.
            For her efforts to end discrimination, she was honored by the Long Beach Branch of the National Association for the Advancement of Colored People with its prestigious Zelma A. Lipscomb Award.  She also received the coveted “Woman of Distinction” award from 100 Black Men of Long Beach.  In 2014, she received the “Mujer Del Año Award” for Leadership from the Regional Hispanic Chamber of Commerce. Her financial management skills have also resulted in numerous awards including the California Society of Municipal Finance Officers' "Innovation Award" for her plans to reduce pension-related unfunded liabilities and a nomination for “CFO of the Year” by the Orange County Business Journal.
            Recognized as a leader in municipal finance, she has been featured on Bloomberg News, ABC News, National Public Radio, the Los Angeles Times and the Orange County Register for her unique strategies to address local government challenges.
            Guzmán received a Master's Degree in Public Administration from Columbia University’s School of International and Public Affairs with a full academic fellowship from the Alfred P. Sloan Foundation.  She has a Bachelor's Degree from Barnard College at Columbia University.
